Liang served as former Head and Thrust Leader of Space Systems and Technology within the Canadian Department of National Defense (DND).  He oversaw all space-related research and development, including surveillance systems, satellite communications, and ballistic missile defense. His groundbreaking contributions earned him a special Departmental Commendation in 1991 and a NATO Certificate of Award in 1996.

Alongside his professional work, Dr. Liang has been deeply committed to Christian ministry. He served as Chairman of the Board for UK and USA Ambassadors For Christ, as well as a Board Member of Chinese Christian Mission Canada. After retiring early at age 56 in 2003, he devoted his life to full-time volunteer missionary work.

At the end of that period, the data showed that weekly incidents of reported crime had dropped by nearly 40 percent.
